I don't think he actually killed them... just got his drug-addled minions to do the job on his behalf.

that's true, but there were several witnesses who claim to have seen him shoot a coupla guys in the desert, and then cut them into pieces and bury them. he'd have been done for that too if they'd actually found the remains.
