A £12 chromatic tuner allows you to tune up in flats and sharps... Like this one

Or, to tune to Eb, just use the fifth fret tuning intervals, but on the fourth fret, and then re-tune the low E once the others are done.
Or find a recording that has a discernible Eb, Live versions of Nothing Else Matters do the job for me to get at least the low E right.
